In 2020, three bills (SB 4, SB 58, HB 225) pushed for creating a legal Maryland sports betting market, with voters approving the measure to expand the state’s gaming to include sports betting. Raising revenue for education was the stated purpose for legalizing sports betting.
Maryland Governor Larry Hogan signed off on HB 940, legalizing Maryland sports betting in 2021. Retail sportsbooks opened shortly after that at casinos and racetracks. However, online sports betting was not legalized in Maryland until 2022 due to inclusionary language in the sports betting bill that aimed at “racial, ethnic, and gender diversity” in the online sports betting licensing process.
